REGULATION FOR THE CERTIFICATION ACTIVITY

Art. 1.

(1) The tarrifs applicable in the certification activity performed by the Romanian Association of Non-destructive Examinations (ARoENd), through DC-ARoENd, include the costs of correspondence with the applicant, the evaluation of the certification file of the person requesting the certification for the method, level and product sector / industrial sector (mentioned in Art.4), evaluation of general and specific knowledge, practical examination specific to the non-destructive examination method, results evaluation, validation in the Steering Committee of the ARoENd Certification Department, drafting and issuance of the certificate or motivated rejection notification, approval and signature of the Executive President of ARoENd and submission of the certificate or rejection notification to the applicant. The fee due by DC-ARoENd to the National Accreditation and Supervisory Body is also included.

(2) The tariffs are established according to the complexity of the method, the sector, the NDT techniques and level of the requested certification.

(3) The tariffs in this Regulation are established for the individual evaluation and examination at the ARoENd headquarters in Bucharest or at the beneficiary's premises. (4) The tariffs in this Regulation do not include VAT.

Art. 2.

(1) The ARoENd certification applicable tariffs shall be borne by the employer for employees who carry out non-destructive examinations that require certification in compliance with the requirements of SR EN ISO 9712: 2013, and by authorized natural persons or by individuals carrying out non-destructive examinations that require certification in compliance with the requirements of SR EN ISO 9712: 2013.

(2) The tariffs according to this Regulation can be calculated: • directly by the applicants mentioned under paragraph 1 for the examinations carried out at the ARoENd headquarters, and the calculation method together with the payment order for the calculated amount shall be attached to the certification file; • by the certification file evaluator, appointed by DC-AroENd; the calculation shall be submitted to the applicant for acceptance / signature within the contract concluded with ARoENd for personnel certification;

(3) The certification applicants referred to under paragraph 1 shall pay the tariff as calculated in accordance with this Regulation: • within 15 days from the date of the certification exam if they have a certification contract concluded with ARoENd prior to the planned date of the certification exam; • before certification candidates file evaluation and exam planning if they do not have a signed certification contract with ARoENd.

Art. 3. The tariffs, as established according to this Regulation, plus 19% VAT, shall be paid in lei at BNR exchange rate of the day of payment / invoicing, in the AroENd account opened at BCR DR.FELIX, Bucharest, IBAN: RO59RNCB0067004779290001.

Art. 4.

(1) The tariffs are applied to the DC-ARoENd certifications for the following methods: • Ultrasonic Testing - UT • Radiographic Testing - RT • Eddy Current Testing - ET • Magnetic Particle Testing - MT • Penetrant Testing - PT • Visual Testing - VT

(2) The tariffs are applied to the DC-ARoENd certifications for the following Sectors representing products:

1. Castings (c) (ferrous and nonferrous materials);
2. Forgings (f) (all types of forgings; ferrous and nonferrous materials);
3. Welds (w) (all types of welds, including soldering, for ferrous and nonferrous materials);
4. Pipes and tubes (t) (seamless, welded, ferrous and nonferrous materials, including flat products for the manufacturing of welded pipes);
5. Wrought products drawn (wp) except forgings (e.g. plates, bars, rods).

(3) The DC - ARoENd certifications are given for combinations of at least two of the product sectors mentioned in paragraph (2), for the following Industrial Sectors:

1. Manufacturing (combining at least two of the sectors c, f, t, w and wp);
2. Pre and in-service testing which includes manufacturing (combining at least two of the sectors c, f, w, t and wp);
3. Railway maintenance (combining f, wp and other product sectors);
4. Aerospace industry (combining c, f, w, t, wp and other product sectors).

(4) The DC - ARoENd certification is given according to SR EN ISO 9712: 2013 for the following levels of gradual complexity:

• Level 1
• Level 2
• Level 3

Art. 5. The tariffs per person for PT, MT, VT and ET methods, depending on the product sector and level of certification, are:

Level 1

• 75 EUR / method / sectors 1 (c), 2 (f), 4 (t), 5 (wp); (the tariff remains the same for one or for all cumulated sectors)
• 75 EUR / method / sector 3 (w);

Level 2

• 150 EUR / method / sectors 1 (c), 2 (f), 4 (t), 5 (wp); (the tariff remains the same for one or for all cumulated sectors);
• 150 EUR / method / sector 3 (w);

Level 3
• 250 EUR / method / sectors 1 (c), 2 (f), 4 (t), 5 (wp); (the tariff remains the same for one or for all cumulated sectors)
• 250 EUR method / sector 3 (w);

Art. 6.

(1) The tariffs per person for the UT method, depending on the product sector and level of certification, are:

• 75 EUR / sector - for Level 1;
• 200 EUR / sector - for Level 2;
• 300 EUR / sector - for Level 3.

(2) For the UT method, if the certification is required for more than 2 sectors, a 30% discount is applied to the cumulated amount for the requested sectors;

Art. 7. The tariffs per person for the RT method, depending on the product sector (sector 1 or 3) and level of certification, are:

• 75 EUR / sector - for Level 1;
• 200 EUR / sector - for Level 2;
• 300 EUR / sector - for Level 3.

Art. 8.

The DC - ARoENd certification for the industrial sectors mentioned under Art. 4, paragraph (3) applies only for the combination of product sectors that have been requested and promoted in the certification process with an additional symbolic tariff of 10 EUR / industrial sector

Art. 9. In order to obtain the certification in the regulated field (of pressure equipment according 2014/68/EU), the tariff for each candidate is increased by 25%.

Art. 10. For each certificate issued to the candidate, a fee of 25 EUR is charged.

Art. 11. For the applicants legal entities requesting the level 2 certification for more than 15 employees, the following tariffs apply:

For PT, MT, VT, ET methods

• 125 EUR / method / sectors 1, 2, 4, 5 (the tariff remains the same for one or for all cumulated sectors)
• 125 EUR / method / sector 3 (w).

For the UT method

• 150 EUR / product sector (each sector is charged separately).
• For the UT method and more than two sectors requested, a discount of 30% shall be applied.

Art. 12. The renewal of the certificate is charged with 75% of the certification tariff.

Art. 13. The re-certification is charged with 80% of the certification tariff.

Art. 14. If the certification exam, the certificate renewal or the re-certification will take place at the premises of the legal entity requesting the personnel certification, the application shall specify that the tariff from this Regulation shall be supplemented with the costs for the travel, accommodation and meals for the examining personnel appointed by DC-ARoENd.

Art. 15.

(1) In case of motivated rejection of the candidate in the certification process, the paid tariff shall not be refunded;

(2) In case of written waiver of the applicant, the tariff shall be refunded in the amount resulting from the difference between the paid tariff and the actual hours worked by ARoENd until the registration of the applicant’s waiver request, established according to the hourly rate in this Regulation, of 90 lei / hour.

(3) The refund of the exceeding amounts paid representing tariffs shall be made based on the request of the holder / applicant mandatory mentioning the number and date of the payment document, a copy of which shall be attached.

ANNEX: Examples of certification tariffs calculation

A. Example of certification exam tariff calculation - PT method, according to Art. 5:

PT method, certification level 2, sectors 1 (c), 2 (f), 3 (w), 4 (t), 5 (wp) -

150 EUR / person (sectors 1, 2, 4, 5) + 150 EUR / person (sector 3) = 300 EUR
300 EUR + 25 EUR (certificate tariff according to Art. 10) = 325 EUR / person + 19% VAT.

B. Example of certification exam calculation in compliance with the requirements of European Directive for pressure equipment PED 68/2014 (Regulated field) according to Art. 5 + Art. 9

PT method, certification level 2, sectors 1 (c), 2 (f), 3 (w), 4 (t), 5 (wp), in compliance with the requirements of the European Directive for pressure equipment PED 68/2014 (Regulated field), according to Art. 9:

150 EUR / person (sectors 1, 2, 4, 5) + 150 EUR / person (sector 3) = 300 EUR
300 EUR / person + 25% x 300 + 25 EUR (certificate issuing fee) = 400 EUR/ person + 19% VAT

C. Example of certification exam tariff calculation - MT method (Magnetic Particle Testing) according to Art. 5

1. MT method, certification level 2, sector 3 (w):

150 EUR / person + 25 EUR (certificate issuing fee) = 175 EUR / person + 19% VAT

2. MT method, certification level 2, sectors 3 (w) and 5 (wp) + sector 6 (processing):

150 EUR / person for sector 3 (w) + 150 EUR / person for sector 5 (wp) + 10 EUR / sector 6 + 25 EUR = 335 EUR / person + 19% VAT

D. Example of certification exam tariff calculation - VT method (Visual Testing), level 3 , according to Art. 5

VT method, certification level 3, sectors 1 (c), 2 (f), 4 (t), 5 (wp) :

250 EUR / person + 25 EUR (certificate issuing fee) = 275 EUR / person + 19% VAT

E. Example of certification exam tariff calculation - ET method (Eddy Current Testing) according to Art. 5

1. ET method, certification level 1, sectors 2 (f), 5 (wp):

75 EUR / person + 25 EUR (certificate issuing fee) = 100 EUR / person + 19% VAT

2. ET method, certification level 1, sectors 2 (f), 3 (w), 5 (wp):

75 EUR / person (sectors 2 and 5) + 75 EUR / person (sector 3) + 25 EUR (certificate issuing fee) = 175 EUR / person + 19% VAT

F. Example of certification exam tariff calculation - UT method according to Art. 6

1. UT method, certification level 2, sector 1 (c), 3 (w):

200 EUR / person for sector 1 + 200 EUR / person for sector 3 + 25 EUR (certificate issuing fee) = 425 EUR + 19% VAT.

2. UT method, certification level 2, sector 1 (c), 2 (f), 3 (w):

200 EUR / person for sector 1 + 200 EUR / person for sector 2 + 200 EUR / person for sector 3 = 600 EUR / person - 30% x 600 EUR (according to art. 6, paragraph 2) + 25 EUR (certificate issuing fee) = 445 EUR / person + 19% VAT

G. Example of certification exam tariff calculation - RT method, according to Art. 7:

1. RT method, certification level 2, sector 1 (c), 3 (w): 200 EUR / person for sector 1 (c) + 200 EUR / person for sector 3 (w) + 25 EUR (certificate issuing fee) = 425 EUR / person + 19% VAT 2. RT method, certification level 2, sector 1 (c), 3 (w) + sector 7 (pre and in-service testing, including manufacturing) 200 EUR / person for sector 1 (c) + 200 EUR / person for sector 3 (w) + 10 EUR + 25 EUR (certificate issuing fee) = 435 EUR / person + 19% VAT.

H. Example of certification exam tariff calculation according to Art. 11 of the Regulation for legal entities requesting level 2 certification for more than 15 employees:

1. PT method, certification level 2, sectors 1 (c), 2 (f), 3 (w), 4 (t), 5(wp): 125 EUR / person for sectors 1 (c), 2 (f), 4 (t), 5 (wp) + 125 EUR / person for sector 3 (w) + 25 EUR (certificate issuing fee) = 275 EUR / person + 19% VAT. The same calculation procedure is used for MT, VT, ET methods.

2. UT method, certification level 2, sectors 1 (c), 3 (w): 150 EUR / person for sector 1 (c) + 150 EUR / person for sector 3 (w) + 25 EUR (certificate issuing fee) = 325 EUR / person + 19% VAT.

3. UT method, certification level 2, sectors 1 (c), 2 (f), 3 (w): 150 EUR / person for sector 1 (c) + 150 EUR / person for sector 2 (f) + 150 EUR / person for sector 3 (w) = 450 EUR For the certification of more than 2 sectors, UT method, a discount of 30% is applied according to art. 11 and the resulted tariff is: 450 EUR - 30% x 450 EUR + 25 Euro (certificate issuing fee) = 340 EUR / person + 19% VAT. This Regulation has been approved in the meeting of the Steering Committee of DC-ARoENd and the Steering Committee of ARoENd , held on July 22, 2019.
